Casa Hogar was first founded on September 2, 1945, to provide homes for the homeless children Nuevo Laredo, Mexico. Mons. Enrique Tomas Lozano's goal was to offer these children protection and care, as well as the unwavering love of Jesus. The orphanage originally took in children aged 3 to 8, and over time, it became a girls-only orphanage.

The girls who have come to call this place home often come from families of immigrants living in such poverty that their daughters can no longer stay with them. They are orphans who have been sexually and physically abused by their families. Some are children born to single mothers who are addicts or prostitutes. Casa Hogar is the only home where many of these girls have felt safe. The girls have often lacked spiritual guidance and many have neglected their personal dignity; girls aged 10 to 13 are frequently only at a 2nd-grade level when they first arrive at Casa Hogar. Here, they are taught healthy habits, form spiritual bonds, and learn to take pride in themselves and one another. They are provided with structure, education, and therapy.
